Antwerp is the town after Reet, you need the Monoic password to access it. The Janitor in Escher Coliseum knows the password, but won't give it up unless you bring him a flask of the Mayor's finest wine.
Break into the Mayor's house and get the wine for the Janitor.
You can then get to Antwerp by following the path from Reet Spawn to the East, until you reach Antwerp Gate. Enter your password and take the Northern path to the city.
